A. No person shall establish, maintain, expand, alter, modify, reconstruct or operate a mobile home park, or expand a mobile home park existing on August 28, 1969, without complying with the provisions of this chapter.

B. However, for all mobile home parks, the health regulations and statutes administered by Fairbanks North Star Borough and/or the Alaska Department of Health and Social Services shall apply. In the event the regulations and statutes administered by Fairbanks North Star Borough and/or the State Department of Health and Social Services are more restrictive than the provisions of this chapter in their application to mobile home parks, the regulations and statutes administered by the Borough and/or State Department of Health and Social Services shall govern.
