A. Any person may file a complaint under this chapter concerning the Mayor by filing a written, signed complaint with the Borough Clerk. A complaint shall specify the provisions of this chapter alleged to have been violated and facts alleged to constitute the violation. Any person may file a complaint.

B. All complaints under this section shall be in writing and signed and sworn to under oath by the complaining person. Upon request by the complainant, the name of the complainant shall be kept confidential and shall not be revealed unless required by state law, court order or for good cause shown as determined by the Borough Clerk or the Hearing Officer.
