No person may undertake any construction, alteration, demolition or removal of any property or structure within an historic district established under this chapter which affects the exterior of such property or structure, without first obtaining either a certificate of appropriateness or a certificate of economic hardship from the Fairbanks North Star Borough. A person who violates this section is guilty of a violation punishable by a fine as set forth at Chapter 1.20 FNSBC. (Ord. 2019-16 § 8, 2019; Ord. 86-097 § 2, 1986. 2004 Code § 2.64.150.)
