Unless otherwise limited by law, the Borough has and may exercise all powers and functions necessarily or fairly implied in or incident to the purpose of all powers and functions conferred in AS 29 or acquired in accordance with this chapter. (Ord. 86-071 § 2, 1986. 2004 Code § 1.02.130.)
