There is established a commission on salaries and emoluments of elected officials. The commission is composed of five members appointed for terms of three years; provided, that the terms of the commission members shall be staggered so that at least one member is appointed annually. The commission members shall be composed of at least one business executive, one member of the general public, one person with experience in public administration, and one representative of a labor organization.
