A. The final plat shall conform substantially to the preliminary layout approved by the Platting Board.

B. A final plat shall conform to the following requirements:

1. Plats shall be clearly legible.

2. All signatures shall be in black, nonsmearing, opaque ink.

3. The plat shall be at a scale of one inch equals 200 feet or larger.

4. The plat shall be a sheet size of 18 inches by 24 inches, 24 inches by 36 inches, or 30 inches by 42 inches with a minimum of a one-half-inch border along all edges.

5. When multiple sheets are required, each must be numbered, be the same size, and show clearly labeled match lines. Match lines shall follow street centerlines or be otherwise located to avoid cutting lots or blocks in two.

6. The plats shall show all existing and established monuments and courses and distances necessary to restake any portion of the plat.

7. The allowable error of closure shall not exceed one foot in 10,000 feet within city boundaries and one foot in 5,000 feet in all remaining areas of the Borough.

C. The final plat shall be an accurate drawing based upon a survey.

D. The final plat shall show the following:

1. The boundary of the subdivided area showing clearly what stakes, monuments, or other evidence were found or established on the ground to determine the boundary of the subdivision.

2. Bearing and distance to all monuments used to locate the subdivision boundary.

3. The basis of bearing and its source shall be shown.

4. All monuments found shall be indicated. If the monuments were reset by ties, that fact shall be stated.

5. Within the subdivision, show the following:

a. Centerlines of all streets:

i. Lengths of tangents,

ii. Curve radius of all curves,

iii. Central angles of all curves,

iv. Arc lengths of all curves;

b. Total width of each street being dedicated;

c. Width of any existing dedications;

d. Width of portions of streets each side of the centerline;

e. Width of the following rights-of-way:

i. Railroads,

ii. Patent reserves,

iii. Section line easements,

iv. Public utility easements,

v. Trails and other special purpose dedications or easements,

vi. Any other easements existing or dedicated by the plat;

f. All lot lines should, if possible, be radial to a curve. If not, they shall be called “not radial”;

g. Dimensions shall be in feet and hundredths of a foot;

h. Bearings shall be shown to the nearest five seconds.

6. The width of any existing dedication which provides access to the subdivision.

7. The width, bearing, and other data necessary to delineate all easements to which lots are subject.

a. Easements shall be denoted by broken lines;

b. If an easement is not parallel to and adjoining the lot lines, distances and bearings on the side lines of the lots which are cut by the easements shall be shown so as to indicate clearly the actual length of the lot line from the lot corners to the easement.

8. All lots and blocks shall be numbered in a simple, consecutive, easy-to-follow manner.

9. Sufficient data shall be shown on lot and block boundaries to determine readily the length and bearing of each line.

10. No ditto marks shall be used.

11. The name of adjoining subdivisions and numbers of adjoining lots as well as adjoining easements and roads.

12. North arrow.

13. Three-inch bar scale.

14. Title block arranged in the lower right hand corner which shall include the following:

a. Date;

b. Subdivision name;

c. Surveyor’s name;

d. Draftsperson’s initials;

e. Checker’s initials;

f. Legal description;

g. Name of record owner.

15. The area of each lot in square footage to the nearest 10 square feet or acres to three decimal places.

16. A vicinity map arranged in a corner of the plat at a scale no smaller than one inch equals one mile, showing major street systems, section lines, and north arrow.

17. A legend with appropriate symbols indicating pertinent information.

18. Flood Zone of property. If the property lies within Flood Zone A or AE, a note shall be included on the final plat, stating that “This property has been determined, in whole or in part, to be located within Flood Zone A or AE, a flood hazard area as identified by the Federal Emergency Management Agency. All development shall be required to comply with federal regulations and FNSBC Title 15.”

a. Platting Board shall require that benchmarks be placed within the subdivision as primary monuments and be stamped and noted on the plat with the North American Vertical Datum of 1988 (NAVD88) elevation determined to National Geodetic Survey third order vertical standards. The monumentation shall be placed so that no lot within Flood Zone A or AE is more than 1,000 feet from a benchmark.

b. Base flood elevation (BFE) determined by a method approved by the floodplain administrator, or as published by the Federal Emergency Management Agency, shall be noted prominently on the final plat.

19. Borough file number under which the application was approved.

E. The Platting Officer shall designate the certificates required for each plat.

1. Required certificates shall be printed on the plat in the form shown below. They may be amended if circumstances or ownership warrant and shall be signed by the required parties.

2. The appropriate certificate must be signed by all vested owners.

a. Other parties with a secured interest in the property to be subdivided or dedicated must sign and notarize.

b. A standard form provided by the Platting Officer may be signed and notarized, authorizing such subdivision or dedication in place of signing the certificate on the plat.

c. Upon submittal of documentation to the Platting Officer that a secured interest party did not respond to the subdivider’s request for authorization, the Platting Officer will make one additional attempt to secure a response by certified mail, return receipt requested. If no response is received within 30 days of the returned receipt, it will be deemed that the secured party has no objection.

d. Official seals of the attesting officers and of the land surveyor who prepared the plat shall be placed on the final plat.

3. Certificate of Ownership, Dedication and Compliance. Any signature appearing on the certificate shall be notarized by a notary public or other equivalent officer authorized to take oaths within the jurisdiction in which the certificate is signed. The notary’s acknowledgment shall be the form prescribed by law. The following statement shall appear on each plat, and the signatures thereto shall be notarized:

CERTIFICATE OF OWNERSHIP, DEDICATION AND COMPLIANCE

I (We) hereby certify that I am (we are) owner(s) of the herein specified property shown and described hereon and that I (we) hereby adopt this plan of subdivision with my (our) free consent and dedicate all streets, alleys, walks, parks, and other designated public spaces to public use.

I (We) further certify that all required improvements comply with the standards established in FNSBC Title 17, Subdivisions.

4. Certificate of Registered Land Surveyor. The following certificate shall be printed on the plat and properly signed by the surveyor making the survey:

I, _______, a professional land surveyor registered in the State of Alaska, do hereby certify this plat to be a true and correct representation of lands actually surveyed by me or under my direct supervision, according to the standards of FNSBC Title 17, Subdivisions, and the distances and bearings are shown correctly and that all monuments required have been set.

5. If monumentation has not been completed but is secured by surety, the certificate shall be modified to read as follows:

CERTIFICATE OF REGISTERED LAND SURVEYOR

I, _________, a professional land surveyor registered in the State of Alaska, do hereby certify this plat to be a true and correct representation of lands actually surveyed by me or under my direct supervision, according to the standards of FNSBC Title 17, Subdivisions, and that the distances and bearings are shown correctly and that the placement of all monuments and lot corners is secured by agreement and surety and will be set as specified in said agreement. All monuments will be set by (date) _________________.

6. Certificate of Approval by the Platting Authority. The following shall be printed on the final plat, to be signed by the Platting Officer:

I hereby certify that this subdivision plat has been found to comply with the regulations of Chapter 17.52 FNSBC, Final Plats of the Fairbanks North Star Borough Code of Ordinances, and that said plat has been approved.

7. Certificate of Vacation. In the case of a vacation of publicly dedicated land, the following certificate shall be printed on the plat and signed by the Platting Officer of the Fairbanks North Star Borough:

I hereby certify that the vacation shown herein has been found to comply with the requirements of state law and FNSBC Title 17, Subdivisions, and that said vacation has been duly approved.

8. Certificate of Payment of Taxes. For the purpose of this title, no final plat, replat, quick plat, or waiver shall be granted as to any property upon which any tax, including penalties and interest thereon levied by the Fairbanks North Star Borough, is delinquent. The following certificate shall be printed on the plat and signed by the Borough tax collector prior to the submittal of reproducible copies to the Platting Officer:

I, the undersigned, being duly appointed and qualified tax collector for the Fairbanks North Star Borough, do hereby certify that, according to the records of the Fairbanks North Star Borough, the following described property is carried on the tax records in the name of:

9. Protective Covenants. The plat shall contain a statement referring to covenants governing the subdivision, if any, as follows:
