The purpose of this title is to provide for the fair and equitable treatment of all persons involved in public purchasing by the Borough, to maximize to the fullest extent practicable the purchasing value of public funds in the procurement, to foster effective broad-based competition within the free enterprise system, to provide for increased public confidence in Borough procurement, and to provide safeguards for maintaining a procurement system of quality and integrity.
