The Mayor shall examine the services provided by the Borough and shall determine which services confer benefits on individuals or specific user groups which are not conferred on the Borough population at large. The Mayor, with Assembly concurrence, shall update said survey annually and set user fees as appropriate. The Mayor may waive some or all of said fees when the person using or benefiting from the service is an agency or instrumentality of the United States, or of the state of Alaska or a municipality or other political subdivision thereof. The Mayor may waive fees for temporary use of Borough land, use agreements on Borough land, and use of parks and recreation facilities for community-based nonprofit organizations engaged in charitable, educational or civic pursuits. The Mayor may waive fees related to impoundment of an animal, other than cost of rabies vaccination, if the animal was released from restraint to preserve the animal’s life; due to the criminal act of a person other than the owner or caretaker; or, due to an operational closure or emergency preventing staff from opening the facility to the public. The Mayor shall notify the Assembly of all said waivers and fees dealing with this section.
