An improvement proposal may be initiated by:
A. A petition to the Borough Clerk signed by the owners of one-half in value of the property to be benefitted; or
B. The Borough Assembly by resolution. (Ord. 80-16 § 3, 1980. 2004 Code § 3.05.020.)
