7.04.075 Reserve accounts established.
A. The Assembly may establish reserve accounts.
B. Reserve accounts of the Borough include, but are not limited to, the following:
1. Capital Improvement Program and Maintenance Reserve. The reserve shall be used to account for cash and other assets placed into it periodically. The Capital Improvement Program and maintenance reserve shall be allocated its pro rata portion of the interest earned on its moneys in the central treasury. Such funds are accumulated for projects included in the Capital Improvement Program and include such things as major maintenance, repairs, upgrades, renovation or rehabilitation, expansion, demolition, and new construction of Borough facilities. All expenditure of these funds must be made by appropriation ordinance.
2. Vehicle and Equipment Replacement Reserve. The vehicle and equipment replacement reserve shall be used to account for cash and other assets placed into it periodically. Such funds are accumulated for the purpose of purchasing new vehicles and equipment as old assets wear out or become no longer serviceable. All expenditures of these funds must be made by appropriation ordinance. Disposal sale proceeds shall go back into the vehicle and equipment replacement reserve.
3. Information Technology Infrastructure Sustainment Reserve. The reserve shall accumulate and provide funds for the replacement of technology hardware, enterprise software, and other related equipment of the Borough. All expenditures of these funds must be made by appropriation ordinance.
4. Landfill Closure Reserve. The reserve shall be accumulated for the purpose of landfill closure and post-closure care costs as defined by applicable federal and state laws and regulations. All expenditures of these funds must be made by appropriation ordinance. The landfill closure reserve shall be allocated its pro rata portion of the interest earned on its moneys in the central treasury.
5. Comprehensive Plans Reserve. The reserve shall accumulate and provide funds for creating and updating the Borough Regional Comprehensive Plan and its elements, sub-plans, area plans, neighborhood plans, master plans and other long-range plans that are elements of the Regional Comprehensive Plan.
