All boards or commissions, with the exclusion of the Board of Equalization, shall be governed by each of the provisions set forth in this chapter unless it conflicts with a specific provision applicable to a particular board or commission. The Board of Equalization, however, shall still be subject to the code of ethics for boards and commissions and the rules of procedure in this chapter.
