A. The Borough shall publish a salary schedule each year in conjunction with the publication of the Borough annual budget. Delays caused by extraordinary circumstances such as collective bargaining are excepted.

B. Normally, newly hired employees will be employed at the beginning rate of the appropriate salary range. However, in cases where unusual difficulty has been experienced in filling a vacancy, or when the applicant is exceptionally qualified, the Borough Mayor may direct the starting salary above the minimum.
