The director shall with the advice of the commission and the Borough Mayor have the following duties:

A. Develop a parks and recreation plan for the Borough and periodically review and update the plan;

B. Assist the Borough Mayor in the preparation of the annual parks and recreation budget;

C. Provide technical and administrative assistance to the commission;

D. Supervise the annual parks and recreation program of the Borough;

E. Develop rules and regulations, subject to review by the Assembly, for the operation of the Borough parks and recreation facilities, including, but not limited to, scheduling of events, fees for use, time of use and conduct of special programs or activities;

F. Review applications for names of parks and park facilities and placement of memorials and plaques in accordance with FNSBC 2.28.030 and 2.28.040; and
