It is a violation punishable by a fine as set forth at Chapter 1.20 FNSBC for any person during a disaster emergency to do the following:

A. Willfully to obstruct, hinder or delay any member of the emergency management organization in the enforcement of any lawful rule or regulation issued pursuant to this title, or in the performance of any duty imposed upon them by virtue of this chapter;

B. To do any act forbidden by any lawful rule or regulation issued pursuant to this chapter. If such an act is of such a nature as to give, or be likely to give, assistance to the enemy, or to imperil the lives or property of inhabitants of this Borough, or to prevent, hinder, or delay the defense or protection thereof;
