A. It is the intent and purpose of this chapter to provide for the efficient utilization of the Borough’s personnel, facilities and equipment in the event of natural or human-caused disasters and to provide for the coordination of disaster and emergency management functions of the Borough with other public agencies and affected private persons, corporations and organizations.

B. The Fairbanks North Star Borough Department of Emergency Operations will be the coordinating agency for all activity in connection with emergency management and disaster operations.

C. This chapter will not relieve any Borough department of the responsibilities given to it by law, nor will it adversely affect the work of any volunteer agency organized for relief in disaster emergencies, except as otherwise provided by law.
