A. The departments of the Borough administration are as follows:

1. Office of the Borough Mayor;

2. Department of Assessing;

3. Department of Community Planning;

4. Department of Digital Services;

5. Department of Financial Services;

6. Department of General Services;

7. Department of Library Services;

8. Department of Parks and Recreation;

9. Department of Public Works;

10. Department of Transportation;

11. Department of Emergency Operations;

12. Department of Human Resources.

B. The principal administrative officer of each department, except the Office of the Borough Mayor, is the director, except as indicated below:

1. The Director of the Department of Finance shall be known as the Chief Financial Officer. Any reference in this code to the Finance Director, Director of Finance, or other similar title shall be deemed a reference to the Chief Financial Officer.

2. Any reference in this code to the Planning Director, Director of Planning, Director of Planning and Zoning or other similar title shall be deemed a reference to the Director of the Department of Community Planning.

3. Any reference in this code to the director of facilities, the director of public facilities and services, or other similar title shall be deemed a reference to the Director of the Department of Public Works.

4. Any reference in this code to Executive Director shall be deemed a reference to department director, and any reference to Chief Executive Director shall be deemed a reference to Chief of Staff.

5. Any reference in this code to one of the departments listed in this section as a “division” shall be deemed a reference to the department indicated.

6. Any reference in this code to the Personnel Director or other similar title shall be deemed a reference to the Director of the Department of Human Resources.

C. The Borough Mayor shall assign functions or duties to the administrative departments and may transfer functions or duties from one such department to another. The work of the administrative departments may be distributed among such divisions, offices, sections and agencies thereof as may be established by the Borough Mayor.

D. There is created in the Office of the Borough Mayor the position of Chief of Staff. The Chief of Staff shall supervise the administrative performance of the directors of the administrative departments, except the Director of the Department of Human Resources, and shall perform such other tasks as the Borough Mayor may assign. The Chief of Staff and the Director of the Department of Human Resources shall report to the Borough Mayor.

E. There is created a separate department of the Borough entitled Office of the Borough Clerk which shall perform the duties specified in Chapter 3.08 FNSBC. The Borough Clerk is the director of the Office of the Borough Clerk.

F. There is created a separate department of the Borough entitled Department of Law. The Borough Attorney is the Director of the Department of Law. The Department of Law shall perform such duties and functions as are specified in Chapter 2.12 FNSBC and as may be assigned to it by either the Mayor or the Assembly. The Department of Law shall perform such duties and functions as may be requested by the Board of Education or the Superintendent of Schools.
