For the purposes of this title, certain words and phrases used herein shall be construed as defined in this chapter, unless a different definition is prescribed for a particular chapter.

Addition” means an enclosed structure of conventional construction or a prefabricated enclosed mobile home unit added and attached to a mobile home.

Alley” means any public thoroughfare 16 feet or less in width, which has been dedicated or deeded for public use.

Borough” means the Fairbanks North Star Borough.

Camper” means a portable structure mounted on a truck or a converted hearse, bus, station wagon or panel truck designed for use as a temporary travel dwelling.

Collector street” means a right-of-way designed to collect and distribute a heavy volume of traffic; in case of this chapter, the traffic generated by 100 or more mobile home spaces.

Convenience establishment” means a retail or service use designed to serve exclusively residents of a mobile home park.

Cul-de-sac” means a short dead-end street terminating in a vehicular turnaround.

Dead-end street” means a right-of-way that terminates without a cul-de-sac or a temporary turnaround and the terminus of which has the same width as the right-of-way.

Duplex mobile home” means a mobile home designed for occupancy by two families and containing two separate dwelling units.

Health officer” means the chief administrative officer of the Fairbanks North Star Borough or State Health Department or their authorized representative.

Hearing Officer” means the Planning Director or other person designated by the Platting Board.

Minor street” means a neighborhood right-of-way designed to carry a small amount of traffic and to provide access and service to a limited number of mobile home spaces; in the case of this chapter, the traffic generated by less than 100 mobile home spaces.

Mobile home” means a detached single-family dwelling unit with the following characteristics:

1. Designed for long-term occupancy and containing sleeping accommodations, a flush toilet, a tub or shower bath and kitchen facilities, with plumbing and electrical connections provided for attachment to outside systems;

2. Designed to be transported after fabrication on its own wheels, on flatbeds or other trailers or detachable wheels and ready for occupancy except for minor and incidental unpacking and Assembly operations and connections to utilities;

3. Placed upon impermanent foundations or otherwise so placed as to permit moving of the unit to another location during its usable life.

Mobile home park” means a land parcel in one ownership which is managed for occupancy by more than two mobile homes. This term does not include tourist facilities for travel trailers or campers as defined herein.

Parking space” means a land area that is designed and maintained exclusively as a place for parking of vehicles other than mobile homes or travel trailers or occupied campers.

Permit” means the license issued for and allowing the organization and management of mobile home parks as defined in this chapter.

Planning Department” means the administrative planning staff of the Borough.

Reconstruction” means any physical redesigning and rebuilding of a mobile home park which includes the installation of all underground utilities and/or street systems.

Right-of-way” means, for the purpose of this chapter, land set aside for the accommodation of traffic movements whether dedicated or not.

Service building” means a structure in a mobile home park containing laundry facilities, toilets, showers or baths.

Space” means a defined land area in a mobile home park on which a mobile home may be placed and which is described by boundary lines measured in terms of the following:

1. Its depth expressed as a mean distance between the front and rear of the space, measured in the general direction of the side space lines;

2. Its width expressed as a mean distance between the sidelines of the space, measured in the general direction of the front and rear space lines.

Travel trailer” means a vehicular portable structure designed for short-term occupancy as a temporary dwelling for travel, recreational and vacation uses. (Ord. 2019-09 § 2, 2019; Ord. 2016-40 § 89, 2016; Ord. 2005-22 §§ 3, 4, 2005. 2004 Code § 19.20.010.)
