A. Prior to final plat application, the following shall be submitted to the Borough engineer and, if applicable, the city engineer:

1. One copy of the final plat;

2. Copy of Borough letter issued at preliminary approval, setting forth conditions, if any;

3. Copy of driveway permit from the state of Alaska Department of Transportation and Public Facilities for intersections of subdivision roads with state-maintained roads and/or copy of driveway permit from the FNSB Public Works Department for intersection of subdivision roads with Borough service area maintained roads;

4. Surety for subdivision improvements and/or survey monumentation (see Chapter 17.44 FNSBC) and for road warranties;

5. An inspection report prepared, signed and sealed from the developer’s registered professional summarizing the registered professional’s inspection findings for all required improvements and stating that to the best of the registered professional’s knowledge and belief all required improvements meet the specifications of this title and the requirements of preliminary plat approval;

6. A centerline profile of those areas where centerline grade exceeds six percent and where approach, intersection, and turnaround grades exceed two percent;

7. A typical roadway cross-section showing construction details and materials used;

8. As-built drawings of culverts, drainage, soil stabilization structures located in the subdivision, and any improvements within the right-of-way;

9. Copies of compaction tests verifying that all new/reconstructed roads meet required compaction standards. A minimum of three compaction tests are required; additional tests are required for every 500 feet of roadway beyond a length of 1,500 feet;

10. When required by the FNSB engineer, provide copies of a material test report for each type of material used in the base and surface course of the road to validate conformance to the standards required by this chapter.

B. After submittal of the applicable items above, the Borough engineer or, if applicable, the city engineer shall review them and issue to the applicant a letter accepting the required improvements or a letter setting forth any deficiencies.
