Public works shall, unless waived by the service area, obtain the approval of the service area of the scope of work used in any contract with a design professional that utilizes, in whole or in part, service area funds. Service area approval may be given by a person designated by the commission for that purpose or, in the absence of a designation, the service area chair. The scope of work shall be submitted to the chair or designee in the manner requested by the chair or designee, but in the absence of a specified manner either by mail or e-mail. If 10 business days after submission of the scope of work no response has been received from the designee or chair of a road service area, the rural services manager may approve the scope of work.
