There shall be established within the Potlatch Service Area a differential tax zone designated the “Potlatch Service Area – Heritage Hills Differential Tax Zone” as shown on Exhibit A, attached to the ordinance codified by this section. Taxes levied within the differential tax zone that exceed the amount that would have otherwise been levied may only be used for the different level of services provided in the differential tax zone.
