Each service area district council shall have the following powers and duties:

A. To examine and make recommendations to the Mayor and Assembly concerning necessary upgrade and maintenance needs within the district including a prioritization of those needs.

B. To examine and consider available cost-savings within the district through the combined use of contractors or other use of their collective purchasing power.

C. To make recommendations to the Mayor and the Assembly concerning needed changes or other solutions to problems experienced by service areas within the district.

D. To coordinate and facilitate communication within the service areas in the district and between the service areas and the Mayor and Assembly.
