Each service area district council shall elect a chairperson. The chair shall be the representative on the Assembly road service area committee. This election shall be at the first meeting of every year. If the chair chooses not to serve as the representative, the chair may appoint a member of the district council to serve as the district council representative of the Assembly road service area committee. The chair may appoint a representative who is not a member of the council only if no member of the council is willing to serve on the Assembly road service area committee.
